@Unknown, I don't think it is. The solicitations usually make it very clear when a issue is the final one for the series, and nothing in this one is indicating. If anything, the mention that both Betsy and Saturnyne are making alliances with mysterious controversial figures (and we know these kinds of alliances ALWAYS blow up after a while) indicates the story is still far from the end.

And to be honest, I'm kinda glad, as this means Betsy will likely be absent from the "A.X.E." event. Don't get me wrong, I love Gillen's work, but I'm kinda tired of events involving heroes fighting other heroes. Not to mention we already saw the X-Men getting the short end of the stick in two of them (AvX and IvX) and the solicitations for this one are already implying that they may be once again pictured as the ones in the wrong - even though the Eternals are the ones attacking them and not the opposite. And we can't even expect this story to be used as inspiration for a new Marvel fighting game developed by Capcom, since I doubt Marvel and Capcom will work together again after Disney ruined MvC:Infinite...

At least in Knights of X, Betsy's enemies are the bad guys (even if Saturnyne isn't exactly a good person herself, either - maybe by the end of the series, Betsy will dethrone BOTH Merlyn and Saturnyne and help a ruler with good intentions take over Otherworld. That would be glorious).

I think they will somehow send Meryln and Saturnyne through the Siege Perilous altering them

Quite the masterpiece August's cover art. Yanick Paquette gives his amazing spin to the new costume.

Without the cape, intricate designs and heavy accessories Betsy looks less of a Phyla-Vell copycat. Well done!

@FSaker, @randybear Merlyn and Saturnyne are meant to be grey characters. Both are selfish to their cores and ambitious. Merlyn is mischievous and Opal Luna Saturnyne is authoritarian. A departure from their real natures ruins their characters such as when Betsy acts spineless and grumpy or Jamie as a sane person.

Really pray and hope for Tini Howard to elaborate on the blank timeframe after the Mapmakers attack on the Starlight Citadel and its Corps. How the status quo and the Otherworld landscape changed and if there are Corps survivors should be addressed and recounted in detail for the side of Saturnyne's story at the end of Excalibur must be taken with a grain of salt.
