Actually it's not really that high when compared to the rest of the X-Men. For example Cyclops, Dazzler, Storm, Iceman, Northstar, Storm and Domino all rate at 8. Some like Emma Frost, Rictor and Dani rate at 9. Even Wolverine rates at 6.
Having said that. One could make the claim that any telekinetic should be rated as being less vulnerable since they can create shield etc.
Perhaps the "vulnerability" is a characteristic attributed to their personality (like altruism, wisdom, courage, determination... actually ALL of these except power)
"Multiple deaths and ressurrections"? AFAIK, the only death she had was when Vargas killed her; her sacrifice in Fall of the Mutants lasted what, an hour? The majority of Marvel's heroes have died and returned more than her, including Captain America himself (died during the Secret Wars, then fighting Onslaught, then in the first Young Avengers arc, recently after Civil War, etc.).
Steve Rogers should definitely study her better before saying all this nonsense. He's concerned about her activities? Does he remember that two of his team members nowadays are Moon Knight and the Black Widow? Not exactly the two best-behaved heroes out there.

What multiple deaths? She's been dead like two times. And the first time 7 other X-Men were dead too. And it lasted for like page or two.
For some reason, Marvel considers her time with the Exiles as a "death" lol. Not that I blame them ;]
