While I'm not interested in Empyre (but it's cool that the Fantastic Four are among the main heroes), the X-Men tie-in will likely give us an idea of how all the current X-writers will manage to work together on a single story. Hopefully they'll be able to do a good job, like what we saw from the writers involved in the Messiah CompleX and Second Coming crossovers (rather than the mess that AvX and Battle of the Atom turned out to be).
No, Merlyn is not an External. The Externals are mutants who are immortal. They appear reformed and renamed to High Lords. They come from a convoluted plot of the 90s involving Cable's dystopian future. Maybe this will tie loose ends and is a side-plot Hickman prepared to streamline the chaotic X-Men continuity. The Externals are consisted of Apocalypse, Crule, Nicodemus and Saul (the Merlyn lookalike) . The Nun is a new addition or a pre-existing character that stayed hidden.
Speaking of the F4/X-Men miniseries, Betsy didn't appear in it at all, did she? That's sad, especially considering that she does appear in the variant cover for the final issue (the one that connects to the other variant covers to complete a single, big illustration).
I guess she won't appear in the Empyre tie-in, either. Oh well, at least we know she'll have her moments to shine during X of Swords.

is XMen Empyre & Xof Swords happening the same time?
Yes issue 1 of XMen Empyre released last week and its 4 parts.
Sword event begins next month.
Although X-Men Empyre will end much sooner.

I believe so. Empyre, the F4-X-Men series and XoS are said to have a long lasting effect on the X line. Until the next reboot hits.
