It’s Kwannon. It was revealed a while back on an official trading card.
I guess since adaptions of Psylocke are always shallow and just show the character being cool that Kwannon would be the easier route as Betsy has history to dig through.
Nice. I think Betsy looks the best on this particular cover as well.
